Bharatiya Common Service Workers Sangh is under the biggest Trade Union viz Bharatiya Mazdoor Sangh (BMS). BMS is a worldwide biggest Trade Union.
Some things must be addressed in order to shed light upon the history of BMS. When Thengadiji convened the all India meeting for the foundation of BMS in Bhopal on 23rd July 1955 only 35 workers attended it from various States. Those who assembled on that day were not trade union leaders, but where RSS workers who came there because of their interests in social work. In contrast to the formation of other Central trade unions, BMS was formed without even a single Union or membership to back it. Different from other Unions BMS formed from lower level to higher level, firstly it formed Union then District Committee, then State Committee . During the first decade of BMS growth, all India federations were formed in 7 sectors. They are textile, coal ,engineering, defence Railway ,sugar and electricity. BMS was formed with the slogan "apolitical Trade union". (above politics). It believed the genuine trade union activity including National spirit in the minds of workers. BMS said " workers, unite the world". The cyclic concept of "Nationalise the labour, labourize the industry, industrialize the Nation" gives the idea of that BMS is striving for in the labour sector.

BMS stand it's on ideological and organisational identity. The reason for its miraculous growth was its distinctive peculiarities. When people's fundamental rights including right to speech and the right to organise were taken away there was continuous agitation by Nationalist forces in which BMS also was in the forefront. Even though many leaders and intellectuals said apolitical ideas of BMS is foolish to spoil the golden opportunity, test of time proved that the decision was an apt one. Thus BMS also took the policy of responsive cooperation towards governments irrespective of its political colour. Responsive cooperation means that the co-operation of hostility of BMS towards the government or the employer depends on the attitudes taken by them towards the workers. BMS welcomes all labour aiding devices and rejected all labour displacing devices. BMS opposed the social labelling in ILO.
